What is One Stop Center Scheme?
‘One Stop Center Scheme’ means a system where any woman victim of violence can get all kinds of help under one roof. These centers are also run in hospitals, where medical aid, legal aid, temporary accommodation, helps for case filing, counseling are all available at one place.
How many one stop centers are there in India?
Approx 234 One Stop Centers (OSCs) are currently functioning in the country; 1, 90,527 women affected by the violence offered support. The Ministry is implementing a scheme to set up One Stop Centers with effect from 1st April, 2015 to help women affected by violence.
When was Sakhi One Stop Center implemented?
The Government of India implemented the One Stop Center (OSC) scheme with effect from 1 April 2015 to support women affected by violence. Popularly known as Sakhi, this centrally sponsored scheme has been prepared by the Ministry of Women and Child Development (MWCD).
What is the use of Sakhi Kendra?
Now women will be given all solutions and help at one place. Counseling of women will be done at the Sakhi center, medical facilities will be provided if needed and information about government schemes like widow pension will be given. Women complainants will also be informed about their rights.
What services Provided at One Stop Center?
- Emergency Response and Rescue Services: The One Stop Center will provide rescue and counseling services to women affected by violence. For this, liaison with existing mechanisms like National Health Mission (National Health Mission/NHM), 108 services and police (PCR vans) will be developed.
- Medical Assistance: Women affected by violence will be referred to the nearest hospital for medical assistance/examination as per the guidelines and protocols developed by the Ministry of Health and Family Welfare. Help of women in lodging FIR/NCR/DIR
- Psycho-social support/counseling: A skilled counselor providing psycho-social counseling services will be available on call. This counseling process will give women the confidence and support to address violence or seek justice for violence.
- Legal Aid and Counseling: To facilitate access to justice for women affected by violence, the One Stop Center will provide legal aid and counseling through empaneled advocates or National/State/District Legal Services Authority.
- The aggrieved woman shall be provided with the services of an advocate of her choice if she wishes to engage him to assist the State Prosecutors in the trial of her case.
- It will be the responsibility of the lawyer/prosecutor to facilitate the legal procedures for the aggrieved woman and advocate for her exemption from court hearing.
- Shelter: The One Stop Center will provide a temporary shelter facility to the aggrieved women.
- Arrangements will be made with Swadhar Greh/Short Stay Home (managed/affiliated to Government/NGO) for long term shelter needs.
- Women affected by violence along with their children (girls of all age groups and up to the age of 8 years) can avail a temporary shelter at the OSC for a maximum period of 5 days
- Video Conferencing Facility: One Stop Center will provide a video conferencing facility (through Skype, Google conferencing etc.) to facilitate quick and hassle free police and court proceedings.
- This facility will be provided only after consultation with the Superintendent of Police of the concerned district, District and Sessions Judge (spot of incident).
